The Meisterbrief and the ladder above Ausbildung

Referenced across the trade files — Meisterpflicht, Meisterbrief, Aufstiegs-BAföG, Meisterprämie — and explained here rather than in each.

The short version: for Anlage A trades the Meister is the route to owning a business, it sits at the same level as a Bachelor’s degree, and the state pays for much of it.

The Meisterprüfung has four parts

Teil Content
I Fachpraxis — practical work, usually including a Meisterprüfungsprojekt
II Fachtheorie — technical theory, calculation, norms
III Business, commercial and legal — common across all trades
IV Berufs- und Arbeitspädagogik — the AEVO

Teile III and IV are the same whatever your trade, can be taken separately and in advance, and transfer if you change direction.

Teil IV is the AEVO (Ausbildereignungsverordnung) — the qualification that licenses you to train apprentices. That is the direct link back to ausbildung.md: every Azubi’s trainer holds it.

Why it matters: Anlage A

Trades in Anlage A of the Handwerksordnung may only be operated by someone entered in the Handwerksrolle, which normally means the Meisterbrief. Anlage B trades carry no such requirement. See the skilled-trades overview.

Anlage A membership is not static. The 2004 reform deregulated dozens of trades; in 2020 the Meisterpflicht was restored for twelve, including Fliesenleger, Estrichleger, Parkettleger and Raumausstatter, with existing businesses grandfathered.

Four ways into the Handwerksrolle without a Meisterbrief

Worth knowing, because the files that say “Meister required” are describing the normal case, not the only one:

  1. Altgesellenregelung (§7b HwO) — a Geselle with six years’ experience in the trade, at least four of them in a leading position, can be authorised to run a business in most Anlage A trades. Excluded are the health-related trades (e.g. Augenoptiker, Hörakustiker, Orthopädietechniker, Zahntechniker). This is the most underused route in the whole system.
  2. Ausnahmebewilligung (§8 HwO) — discretionary, on documented experience and hardship.
  3. EU/EEA nationals (§9 HwO) — a simplified route under the qualifications directive.
  4. Employed Betriebsleiter — the business employs someone who holds the qualification.

It is funded

  • Aufstiegs-BAföG (AFBG) covers course and examination fees and, for full-time courses, a contribution to living costs. Part grant, part low-interest loan — and passing cancels a large share of the loan.
  • Meisterprämie / Meisterbonus — a state top-up on passing. Several Bundesländer pay a substantial lump sum and some effectively refund the fees entirely. It is state law, so it varies; check your Bundesland.

Between the two, the Meister is one of the least self-funded qualifications available in Germany. Trade files that mention cost as a barrier are usually describing people who did not check.

It ranks with a Bachelor

The Meister sits at level 6 of the Deutscher Qualifikationsrahmen (DQR) — the same level as a Bachelor’s degree. Two consequences people miss:

  • It grants university entrance. A Meisterbrief qualifies you for degree study in every Bundesland without Abitur.
  • Since the 2020 Berufsbildungsmodernisierungsgesetz, the optional titles Geprüfte/r Berufsspezialist/in (DQR 5), Bachelor Professional (6) and Master Professional (7) exist alongside the traditional ones. They are contested — parts of the trades dislike borrowing academic language, and adoption is uneven — but they are legally available and increasingly seen on certificates.

The IHK parallel ladder

Outside the Handwerk, the same structure exists without the Meisterpflicht:

Level Handwerk Industrie / commercial
Qualified worker Geselle/Gesellin Facharbeiter/in, Kaufmann/-frau
DQR 6 Meister/in Industriemeister/in, Fachwirt/in
DQR 7 Betriebswirt (HwK) Betriebswirt/in (IHK), Master Professional

The warehouse, kitchen and industrial files all invoke this ladder — Logistikmeister, Küchenmeister, Industriemeister Metall.

A third route, staatlich geprüfte/r Techniker/in, sits alongside at DQR 6: two years full-time or four part-time at a Fachschule, more technically weighted than the Meister and without the business-ownership entitlement.

What it is worth in money

Across the trade files in this repo, the Meister is consistently a step of roughly €700–1,200/month as an employee — and far more than that as the gateway to ownership, which is where Handwerk earnings actually are. See pay.md.
