Drives commercially. The work is unregulated in the professional-title sense, but the licensing is a genuine maze — and for third-country drivers it is the hardest qualification barrier in this repo.

What you actually need
Three separate things, and people conflate them constantly:
- Driving licence — C1/C for trucks, CE for truck and trailer, D for buses.
- Berufskraftfahrerqualifikation — required to drive commercially, under the BKrFQG. Shown as Schlüsselzahl 95 on the licence.
- Periodic training — 35 hours every five years to keep code 95 valid.
A licence alone does not let you drive commercially. This is the most common misunderstanding among experienced foreign drivers.
Two routes in
Ausbildung (3 years): the full dual training. Licences and Grundqualifikation are obtained within it, you are paid throughout (roughly €900–1,200/month), and you may drive at 18 rather than 21. Ends with an IHK exam.
Quereinstieg (career changers): get the licence, then either the full Grundqualifikation (exam-based) or the beschleunigte Grundqualifikation — a 140-hour course plus exam. Far faster, and the route most adults take.
Cost matters here. A CE licence plus Grundqualifikation bought privately runs into several thousand euros — commonly €4,000–9,000 depending on region and starting point. The Bundesagentur für Arbeit frequently funds this via a Bildungsgutschein, and many haulage firms fund it against a commitment period. Almost nobody should be paying for this out of pocket without first asking both.
Pay
| Role | Gross/month |
|---|---|
| Nahverkehr / regional distribution | €2,600 – €3,300 |
| Fernverkehr (long distance) | €3,000 – €3,800 |
| ADR / Gefahrgut, tanker, heavy haulage | €3,400 – €4,500 |
| Bus — public transport (TV-N NW, EG 5–7) | €3,215 – €4,382 |
Spesen change the picture. Tax-free per-diems (Verpflegungsmehraufwand) for time away — currently €14 for a partial day and €28 for a full day — plus an overnight allowance form a large, untaxed share of a long-distance driver’s take-home. Compare offers on net including Spesen, not on gross.
Public transport bus driving offers regular rosters, TV-N conditions and a pension, and on the tariff scale it is competitive with long-distance haulage rather than behind it — attractive to drivers leaving Fernverkehr. There is no national TV-N. Separate agreements cover Bayern, Berlin and Nordrhein-Westfalen (the NRW agreement also applies in Baden-Württemberg and Niedersachsen), and Eingruppierung varies by operator, so the figure above is NRW-specific (verified 2026-09, table valid 01.05.2026 – 31.12.2026).
Demand
Among the most severe shortages in Germany. The workforce is old — a large share of active drivers are near retirement — and replacement training has never matched the outflow. Estimates of the annual shortfall run into the tens of thousands. Employers sponsor, fund licences and recruit internationally.
Foreign drivers
This is where it gets difficult. Read carefully.
- EU/EEA licences are valid in Germany and exchangeable without retesting. Code 95 and periodic training carry over. This group has an easy path.
- Third-country licences are the problem. Under the FeV, category B can often be exchanged without a test depending on the issuing country and state practice (Anlage 11 FeV). Categories C/CE/D generally cannot — you normally have to sit the full German theory and practical test, in German, after the required training. Decades of professional driving abroad do not exempt you.
- Grundqualifikation must be obtained in the EU regardless.
- Medical and psychological requirements: C/CE and D require periodic medical examinations, eyesight tests, and for bus categories a psychological assessment (Betriebsmedizinische und psychologische Untersuchung).
- Language: B1 is the practical floor and the theory test is a real obstacle. Some test formats are available in other languages — check with the local Fahrerlaubnis- behörde, since practice varies.
- Visa: skilled-worker route requires recognised qualification; Westbalkanregelung (§26(2) BeschV) is heavily used for drivers. Non-EU drivers employed by EU hauliers also need a Fahrerbescheinigung.
Pitfalls
- “I have driven trucks for 20 years” does not convert. Budget time and money for a full German licence acquisition if you are from a third country.
- Never pay for a licence privately before asking the Bundesagentur about a Bildungsgutschein and asking employers about funding.
- Employer-funded licences come with tie-in clauses (Rückzahlungsklausel) — leaving early means repaying. Read the terms and the sliding scale.
- Driving and rest times are enforced by tachograph with real fines, on the driver as well as the operator. The EU Mobility Package also bars taking the regular weekly rest in the cab and requires the employer to enable a return home at regular intervals.
- Code 95 expiry sneaks up. The 35 hours are due every five years regardless of how much you drive.
