Raumausstatter/in (Interior Furnisher / Soft Furnishings Fitter)

Written as a case study of the 2020 re-regulation, not as a generic trade profile. As a trade it would largely repeat Elektroniker EGT and SHK — three years, Handwerk, Anlage A, Meister for self-employment. What earns it a file is that it is one of twelve trades whose Meisterpflicht Germany abolished in 2004 and restored in 2020 — and the workforce is now split between owners who need the Meisterbrief and owners who do not.

Official title Raumausstatter/in
Protected title No — but Anlage A again since 2020
Category skilled-trades
Typical qualification Duale Ausbildung, 3 years
Examining body Handwerkskammer
Regulated Self-employment only — and only if you started after February 2020
Last reviewed 2026-09

Regulation moves in both directions

The repo’s framing presents Anlage A as settled: some trades need a Meisterbrief to open a business, others do not. It is not settled, and this trade is the proof.

Year What happened
2004 A major reform of the Handwerksordnung deregulated 53 trades, moving them from Anlage A to Anlage B1. The aim was more business formation and lower barriers to entry
2004–2019 Business numbers in the deregulated trades rose sharply — mostly solo self-employment, much of it precarious. Training collapsed: firms without a Meister cannot train, and apprentice numbers in those trades fell heavily
2020 The Fourth Act amending the Handwerksordnung restored the Meisterpflicht for twelve of them, with effect from February 2020

The twelve

Fliesen-, Platten- und Mosaikleger · Betonstein- und Terrazzohersteller · Estrichleger · Behälter- und Apparatebauer · Parkettleger · Raumausstatter · Rollladen- und Sonnenschutztechniker · Drechsler und Holzspielzeugmacher · Böttcher · Glasveredler · Schilder- und Lichtreklamehersteller · Orgel- und Harmoniumbauer

The stated grounds were Gefahrgeneigtheit — risk to health or safety — and the preservation of cultural heritage trades, plus, unmistakably, the collapse in training.

Bestandsschutz — two classes of owner in one trade

Businesses already registered before the change were grandfathered. They continue without a Meisterbrief, indefinitely.

So the trade now contains:

  • Pre-2020 owners operating lawfully with no Meisterbrief
  • Post-2020 owners who needed one to start
  • and employees, for whom nothing changed at all — employment in an Anlage A trade has never required a Meister

If you are comparing yourself to an established competitor and wondering how they opened without the qualification you are being asked for, that is the answer.

What it means if you are starting now

To open a Raumausstatter business you need the Meisterbrief, or one of the routes around it set out in the Meister file — including the §7b Altgesellenregelung for a Geselle with six years’ experience, four of them in a leading position, and the Ausnahmebewilligung for hardship cases.

And one route specific to this corner of the trade: Bodenleger/in is a separate, two-year Ausbildung that remains in Anlage B1 — no Meisterpflicht. Floor-laying work can still be carried out self-employed under that trade. The re-regulation therefore has a neighbouring door that is still open, which is worth knowing and worth taking legal advice on before relying on.

What the job involves

  • Bodenbeläge — carpet, vinyl, linoleum, design flooring, sub-floor preparation
  • Wandbekleidung — wallpaper, fabric, decorative wall systems
  • Polsterei — upholstering and re-upholstering furniture, including restoration
  • Dekoration — curtains, blinds, shading systems, measuring and fitting
  • Sonnenschutz — awnings and internal shading, overlapping with the Rollladen- und Sonnenschutztechniker trade, which was re-regulated alongside it
  • Light Sonderanfertigungen: vehicle, caravan and boat interiors, seating for venues

Small firms, domestic and commercial customers, and a lot of work in occupied homes — so it is a customer-facing trade, with the language requirement that implies.

Pay

Market estimate. The Ausbau trades have regional agreements with limited coverage; most small firms are not bound.

Stage Gross/month
Geselle, entry €2,500 – €3,000
Experienced €2,900 – €3,500
Specialist (Polsterei, restoration, high-end interiors) €3,300 – €4,000
Meister, employed €3,700 – €4,600
Meister with own business Not comparable

This sits at the lower end of the trades in this repo, comparable to Tischler, and below the Bauhauptgewerbe trades — which have a sector minimum wage and a social fund that this trade does not.

Demand and outlook

Renovation-driven and reasonably stable. The work is overwhelmingly in existing buildings, so it is less exposed to the new-build contraction than the structural trades. Ageing housing stock, rental turnover and commercial fit-out keep it going.

Two specific supports: upholstery restoration has benefited from the shift away from disposable furniture, and shading systems are a growing part of the work as summers get hotter and cooling load becomes a design problem.

Against that: it competes with DIY and with cheap imported furniture at the low end, and the firms are small and locally dependent.

The re-regulation’s own effect is worth stating honestly, because it is the point of this file: restoring the Meisterpflicht was intended to raise training numbers and quality. It also raised the barrier to opening a business for people who cannot fund a Meisterbrief — which, in a trade with these wages, is a real barrier. Both things are true, and the debate about whether the 2004 reform or the 2020 reversal did more harm is unresolved.

Foreign candidates

  1. To work: no recognition required, exactly as before 2020.
  2. To open a business: the Meisterbrief now applies to you — the grandfathering only protects businesses that already existed.
  3. For the visa: yes — Handwerkskammer equivalence for §18a.
  4. Language: B2. This is a consultative trade practised in customers’ homes; measuring, advising and agreeing changes is most of the job.
  5. Visa: §18a, §16a, or §26(2) BeschV.

Pitfalls

  • Anything written before 2020 has the regulation backwards. Check the date on any guidance about opening a business in this trade.
  • Bestandsschutz is not transferable by buying a grandfathered business — take advice before assuming an acquisition carries the exemption.
  • §7b is the realistic route for most people who want their own business here, and it requires documented leading experience, so keep the records.
  • Confirm which trade a vacancy is actually in. Raumausstatter, Bodenleger, Parkettleger and Polsterer overlap in practice and are separate qualifications with different rules.
  • Low pay, high customer contact. The profitable end is specialist and consultative, not volume flooring.
