Prepares bookkeeping, payroll and tax returns in a Steuerkanzlei. Unregulated itself — but it sits directly beneath one of Germany’s most tightly protected professions, and that structure defines the whole career.
| Official title | Steuerfachangestellte/r |
| Protected title | No — but Steuerberater/in above it is, under the StBerG |
| Category | commercial |
| Typical qualification | Duale Ausbildung, 3 years, Steuerberaterkammer exam |
| Regulated | No — the work is supervised, not licensed |

The reserved-activity structure
§3 StBerG reserves business tax advice to Steuerberater, Rechtsanwälte and Wirtschaftsprüfer. Nobody else may advise on tax commercially — the restriction is enforced, and unauthorised advice is an offence.
Steuerfachangestellte therefore do the substantive preparatory work — bookkeeping, payroll, draft returns, financial statements — under a Steuerberater’s responsibility and signature. You are doing the work; you are not permitted to own the advice. That is the whole shape of the job, and the reason the career ladder matters so much.
What the job involves
Ongoing bookkeeping (Finanzbuchhaltung), payroll (Lohnbuchhaltung), VAT returns, annual financial statements (Jahresabschlüsse), income and corporate tax returns, and correspondence with the Finanzamt. Client-facing from early on.
DATEV is the near-universal software of the German tax profession. Practical DATEV fluency is worth more on the job market than most formal add-ons.
Qualification route
- 3 years dual, in a Steuerkanzlei plus Berufsschule
- Exam sits with the Steuerberaterkammer, not the IHK — this is a Freier-Beruf profession, not a commercial one
- Entry: mittlerer Schulabschluss or Abitur; Abitur is common here
- Paid throughout: roughly €1,000–1,300/month gross
The ladder above:
- Steuerfachwirt/in — after roughly three years’ practice; a substantial pay step
- Steuerberater/in — the state exam. Entry requires either a relevant degree plus 2–3 years’ practice, or a Steuerfachwirt qualification plus long practical experience (around ten years without a degree). The exam is famously hard, with failure rates historically around half. Passing transforms your earning power; many people attempt it more than once.
Pay
| Stage | Gross/month |
|---|---|
| Newly qualified | €2,800 – €3,400 |
| Experienced | €3,500 – €4,500 |
| Steuerfachwirt/in | €4,200 – €5,500 |
| Steuerberater/in (employed) | €5,500 – €8,000 |
| Steuerberater/in (partner or own practice) | Substantially higher |
Pay has risen sharply because the shortage is severe: the profession is ageing, large numbers of Kanzleien face succession problems, and qualified staff can effectively choose their employer. Negotiating position here is unusually strong.
Foreign candidates
- To work as Steuerfachangestellte/r: no recognition legally required.
- For the visa: IHK FOSA equivalence assessment of your qualification.
- Foreign accounting qualifications transfer poorly — and reasonably so. German tax law is the substance of the job, and an ACCA, CPA or equivalent conveys little about Abgabenordnung, UStG or EStG. Expect to learn German tax law essentially from scratch.
- Becoming a Steuerberater requires the German state exam. There is no meaningful mutual-recognition shortcut from a foreign tax qualification.
- Language: C1 in practice. Tax law, client correspondence and Finanzamt dealings are linguistically demanding; this is among the highest real language bars in the repo.
The other side of the table
Steuerbeamte/r is this profession’s mirror image — same body of law, applied rather than advised on, as a Beamter. Worth knowing because §36 StBerG lets officials of the gehobener Dienst sit the Steuerberaterprüfung without a degree after enough years in the Finanzverwaltung. A significant number of Steuerberater arrived that way.
Pitfalls
- The reserved-activity rule is strict. Do not advise clients on your own authority, however competent you are.
- Seasonality: the run-up to filing deadlines means heavy overtime. Ask how the Kanzlei handles it and whether overtime is paid or banked.
- Kanzlei size changes the job completely — a small practice gives broad exposure, a large one specialises you early.
- The Steuerberater exam is a multi-year commitment, usually alongside full-time work. Ask a prospective employer what support they give, in writing.
