Steuerbeamte/r (Tax Official)

Assesses and audits taxes at a Finanzamt. The desk-based Beamten career — no fitness test, no shifts — and the one that comes with a genuine exit route into a well-paid profession.

Official title Ranks — Steuersekretär/in (mittlerer Dienst), Steuerinspektor/in (gehobener)
Employer A Bundesland’s Finanzverwaltung — not the federal government
Protected title Yes — Beamtenrecht
Category public-service
Typical qualification 2-year Vorbereitungsdienst, or a 3-year paid Bachelor (Diplom-Finanzwirt/in)
Status Landesbeamter/-beamtin — see Beamte vs. Angestellte
Last reviewed 2026-09

Zoll and Finanzamt are different employers

A distinction that confuses almost everyone, including Germans:

Zoll Finanzamt
Employer Federal — Bundeszollverwaltung A Bundesland — Landesfinanzverwaltung
Collects Customs duties, excise (energy, tobacco, alcohol), Kfz-Steuer Income, corporation, trade and value-added tax
Also does Undeclared-work enforcement, smuggling investigation Assessment, audit, tax investigation, enforcement
Pay scale One national Bundesbesoldung Sixteen state Besoldungen

So the Zoll is the exception among the public-service careers here, and tax administration is back to the familiar sixteen-system pattern: you apply to one Bundesland, are trained by it, and are paid on its scale. Choose it deliberately.

Routes in

Both are paid from the first day as a Beamter auf Widerruf.

Gehobener Dienst (A 9 – A 13) — the main route:

  • Entry: Abitur or Fachhochschulreife
  • A three-year dual Bachelor, the Diplom-Finanzwirt/in (FH), at the state’s Fachhochschule für Finanzen, alternating theory blocks with placements in a Finanzamt
  • Graduate as Steuerinspektor/in

Mittlerer Dienst (A 6 – A 9) — a two-year Vorbereitungsdienst on a mittlerer Schulabschluss, being scaled back in several Länder. Höherer Dienst requires a law degree and a Referendariat.

No fitness test, no medical beyond the standard amtsärztliche Untersuchung, no shifts. Compared with police and fire, the selection is an aptitude test and an interview. For anyone drawn to Beamtenstatus but not to operational work, this is the accessible door.

What the job involves

Area Work
Veranlagung Assessing returns — where most people start
Betriebsprüfung Auditing businesses on site. The prestige track, and the one with real negotiation
Steuerfahndung Tax investigation — criminal work, search powers, close to police practice
Vollstreckung Enforcement and collection
Rechtsbehelfsstelle Appeals against assessments
Umsatzsteuer-Sonderprüfung VAT special audits, including fraud patterns

The exit route that makes this career unusual

Most Beamten careers are a closed world. This one has a door out that is worth knowing about before you go in.

§36 StBerG lets officials of the gehobener Dienst with sufficient years in the Finanzverwaltung sit the Steuerberaterprüfung without a degree — the qualification that, per the Steuerfachangestellte file, unlocks €5,500–€8,000 a month employed and considerably more in a practice.

So the career can run: paid Bachelor → Finanzamt → audit experience → Steuerberater. A significant number of German Steuerberater came exactly that way, and their Finanzamt experience is commercially valuable precisely because they know how the other side works.

Note the mirror image: inside the Finanzamt you apply tax law; §3 StBerG means you may not advise on it. The two files describe the same subject from opposite sides of the table.

Pay

Landesbesoldung — state law. NRW figures, valid 01.04.2026 – 28.02.2027, verified 2026-09. They do not transfer between Bundesländer:

Stage Grade Gross/month
Finanzanwärter/in (during training) AW A 9 €1,616
Steuersekretär/in (mittlerer Dienst) A 6 – A 8 €3,128 – €4,100
Steuerinspektor/in (gehobener Dienst) A 9 – A 10 €3,438 – €4,784
Steueroberinspektor/in, Steueramtsrat/-rätin A 11 – A 12 €4,048 – €5,771
Senior posts A 13 €5,221 – €6,381

No shift or night supplements, unlike the operational Beamten careers — so the figures are closer to the whole story here than they are for police or firefighters. Beamte gross is still not comparable to an employee’s: see Beamte vs. Angestellte.

Demand

Strong. A retirement wave is passing through the Finanzämter, and understaffing in Betriebsprüfung specifically is a recurring political subject, since audit capacity determines how much tax is actually collected. Every Bundesland recruits annually into the gehobener Dienst.

For non-German candidates

  1. Citizenship: §7 BeamtStG — German, EU, EEA or Swiss. Practice varies by Bundesland for posts exercising state authority; check the specific state.
  2. No recognition procedure. A foreign tax or accounting qualification is not assessed — you enter the German training from the start. As the Steuerfachangestellte file notes, foreign accounting knowledge transfers poorly anyway, because German tax law is the subject.
  3. Language: C1. The training is a law degree in substance, assessments are binding legal acts, and appeals turn on written reasoning.
  4. Choose the Bundesland first — it is your employer, your training and your pay.

Pitfalls

  • Zoll ≠ Finanzamt. Different employers, different applications, different pay systems.
  • The training is genuinely academic. Tax law, not bookkeeping; people underestimate it and fail.
  • Promotion depends on Beförderungsstellen being available, not only on performance — a common frustration across the Beamten careers.
  • Veranlagung is where you start, and it is not the audit or investigation work that attracted most applicants. Expect several years first.
