A reserved activity under the WPO — only a Wirtschaftsprüfer may sign a statutory audit opinion — behind an examination with a worse pass rate than the Steuerberater one. It sits at the top of the same ladder this repo already describes from the bottom, and it is the highest-paying non-medical qualification here.

The reserved activity
German companies above defined size thresholds must have their annual accounts audited, and the Bestätigungsvermerk — the audit opinion — may only be issued by a Wirtschaftsprüfer or a registered audit firm.
This is a genuine legal monopoly of the same kind as the architect’s Bauvorlageberechtigung and the notary’s authentication, and it is what underwrites the profession’s economics. A WP may also do everything a Steuerberater may do — tax advice and representation — which makes the qualification strictly broader than the one below it.
The route, and the examination
- A degree — economics, business, law, or increasingly any subject with the required content. Many candidates take an integrated Master’s designed to give exemptions.
- Practical experience — a period of audit practice, generally three years, shortened in defined cases.
- The WP-Examen. Written papers in auditing, business administration and economics, business law and tax, plus an oral examination.
The pass rate is the profession’s defining fact. Roughly half of candidates fail at each attempt, and the proportion who pass everything first time is far lower. Candidates typically prepare for a year or more alongside full-time work, and repeat attempts are normal rather than shameful. Many people take the Steuerberater examination first — itself notoriously hard — and enter through the partial-exemption route.
The honest framing: this is a multi-year commitment with a real probability of not succeeding, undertaken during the most demanding years of an audit career. Firms fund and support it because they need the qualification; the cost to you is time and attempts.
What changed after Wirecard
The collapse of Wirecard in 2020 produced the most significant tightening of audit regulation in decades, through the Finanzmarktintegritätsstärkungsgesetz (FISG) and related reform:
- Mandatory audit firm rotation for public-interest entities, on a shorter cycle
- Separation of audit and consulting for those clients — an audit firm may no longer sell most advisory services to a company it audits
- Increased liability for auditors, with the statutory caps substantially raised
- Stronger public oversight through the audit oversight body, with expanded inspection and enforcement powers
- Enhanced internal controls and documentation obligations
For someone entering the profession, the practical effect is more documentation, more supervision, more rotation of client portfolios, and a heightened personal-liability environment. It has also made the qualification more valuable, since the supply of qualified auditors did not grow.
Where the work is
| Employer | Character |
|---|---|
| The large international firms | Listed and multinational audits, structured progression, well-defined exam support, long hours |
| Mid-tier and national firms | Mittelstand audits, broader client contact earlier, more varied work |
| Small WP/StB practices | Audit alongside tax advice; closest to the Steuerberater world |
| Industry | Internal audit, group accounting, controlling — a very common exit, and a good one |
| Public sector | Rechnungshöfe and public audit bodies |
Pay
Market estimate, but well documented by industry surveys.
| Stage | Gross/month |
|---|---|
| Audit assistant, pre-exam | €4,000 – €5,000 |
| Senior, pre-exam | €5,000 – €6,000 |
| Newly qualified WP | €6,500 – €8,500 |
| Manager / Senior Manager | €8,000 – €11,000 |
| Partner | Not comparable — a profit share |
| Industry exit (group accounting, internal audit) | €6,000 – €9,000, with better hours |
The hours are the trade. Busy season — roughly January to April for calendar-year clients — involves sustained overtime that is a well-known feature of the profession. Much of the compensation is a payment for that, and the industry exit route exists precisely because many people take the qualification and then leave for a life.
Also relevant: WPK membership is compulsory, and pension arrangements often run through the Steuerberater Versorgungswerk rather than a dedicated one — this is the partial case the Versorgungswerke file flags. Confirm with the chamber in your state.
Demand and outlook
Strong, and constrained by the exam. Audit volume is set by law, rotation increases switching, and the number of qualified auditors has not kept pace — the profession openly discusses a succession problem as older WPs retire and fewer candidates sit the examination.
That has pushed firms to compete harder on pay, exam support and — belatedly — working conditions. It has also increased the value of the qualification to anyone who obtains it.
Direction of travel: sustainability assurance. Auditing non-financial and sustainability reporting is a growing statutory field, and it is the clearest new specialism for people entering now.
Foreign candidates
- Recognition is mandatory to use the title or sign audits.
- EU/EEA auditors have a defined route: an aptitude test covering German law, rather than the full examination. This is a substantial advantage and is the reason to establish your status early.
- Third-country auditors face the full requirements; third-country audit firms auditing German-listed companies register separately with the oversight body.
- Foreign professional qualifications — ACCA, CPA, Chartered Accountant — do not confer the German title, whatever their standing elsewhere. They are respected by employers and irrelevant to the reserved activity.
- Language: C1, without qualification. The examination is in German, the audit opinion is a German legal document, and client discussions are legally consequential.
- Visa: §18b, with the Blue Card comfortably reachable — this is one of the easier professions in this repo for an immigration route, and one of the harder ones for the qualification.
Pitfalls
- Establish the EU aptitude-test route if you qualify for it. The difference between it and the full WP-Examen is years.
- Budget for failure. Plan the attempts, the study leave and the funding.
- Rotation moves your clients, which is good for independence and disruptive for specialisation.
- Liability is personal and has been raised. Understand what the firm’s insurance covers.
- The industry exit is not a defeat. It is the majority outcome and it pays well.
