Bildungsgutschein and Aufstiegs-BAföG recur through this repo without ever being explained, and two further instruments that matter just as much appear nowhere at all. Collected here, because the repo has a habit it should not have: several files name a career problem — automation, a shrinking branch network, an industry converting to electric drivetrains — and none of them says that there is a funded way out.
The Meisterbrief’s own funding detail stays in the Meister file; the general mechanics are here.
The five instruments
| Instrument | Who it is for | What it pays | Who decides |
|---|---|---|---|
| Bildungsgutschein | Unemployed, or at risk of becoming so | Course fees in full, plus travel, childcare, materials | Agentur für Arbeit / Jobcenter — discretionary |
| §82 SGB III funding | People in work, at any age | A share of fees, and a wage subsidy during training | Agentur, with the employer |
| Qualifizierungsgeld | People in work in a structurally changing sector | Wage replacement while you retrain and stay employed | Agentur, on an employer agreement |
| Aufstiegs-BAföG (AFBG) | Anyone going up the ladder: Meister, Techniker, Fachwirt, Betriebswirt, Erzieher | Fee contribution + maintenance, partly non-repayable | BAföG office of the Bundesland |
| Bildungsurlaub / Bildungszeit | Employees, in most Bundesländer | Paid leave — not the course | State law; you notify the employer |
Bildungsgutschein — the workhorse
Issued under §81 SGB III for Förderung der beruflichen Weiterbildung. It is a voucher: the Agentur decides you qualify, states what it will fund, and you redeem it at a certified provider (AZAV-accredited — an uncertified course cannot be paid for with one, however good it is).
It covers the full course fee plus travel, childcare and materials, and if you are receiving ALG I it continues throughout. This is how most retraining in Germany is actually paid for — including a full second Umschulung, typically compressed to two years, and including most of the short tickets in the certificate table.
It is discretionary. There is no entitlement. The decision turns on whether the training plausibly ends unemployment, so arrive with a target occupation on a shortage list, a provider, and ideally an employer’s letter of interest. Ask before signing up for anything: approval must precede the course.
§82 SGB III — funding while employed
The Qualifizierungschancengesetz (2019) opened Weiterbildung funding to people who are not unemployed, with no age or prior-qualification restriction. The state pays a share of the course fee and a share of the wages for the hours spent training; the employer’s own share falls as company size falls, so it is most generous in small firms.
It is designed for exactly the situation several files in this repo describe — a job that still exists but is visibly narrowing — and it is badly under-used because it has to be initiated with the employer rather than alone.
Qualifizierungsgeld — the newest one
In force since 2024 under the Weiterbildungsgesetz. Where a whole workforce needs retraining because the business is structurally changing, and the employer commits to keeping the staff, Qualifizierungsgeld pays wage replacement (at the Kurzarbeitergeld rate — 60%, or 67% with a child) during training.
Conditions: a substantial share of the workforce affected, a works agreement or collective agreement underpinning it, and a certified course. It is a collective instrument, not an individual application — which is the point. It closes the loop the repo opens in Büromanagement (automation exposure), Bankkaufmann (a shrinking branch network) and Kfz-Mechatroniker (the EV transition): the answer to “my sector is shrinking under me” is not only to leave.
Aufstiegs-BAföG — for going up, not sideways
Funds the Fortbildungen above an Ausbildung: Meister, Techniker, Fachwirt, Betriebswirt, staatlich anerkannte/r Erzieher/in and comparable qualifications. Unlike student BAföG it does not depend on your parents’ income, and unlike the Bildungsgutschein it is an entitlement where the conditions are met.
Structure:
- A contribution to course and exam fees, of which a substantial part is a grant and the remainder an interest-free KfW loan.
- Passing the exam cancels a large share of the outstanding loan. Starting a business afterwards can cancel more.
- Full-time students additionally receive a maintenance grant, with supplements for children and single parents.
The Meisterprämien some Bundesländer pay on top — a cash bonus for passing — sit in the Meister file and in choosing a Bundesland, since they are state money and the amounts differ sharply.
Bildungsurlaub / Bildungszeit — the one nobody claims
Statutory paid educational leave, typically five working days a year (often accumulable over two years), for a recognised course. You keep your salary; the course fee is yours unless something else above covers it.
It is state law, so this is another sixteen-system case for choosing a Bundesland: most Bundesländer have it, a couple have never introduced it, and the qualifying periods, eligible course types and notice rules differ in every one that does. Language courses and political education commonly qualify alongside vocational ones — which makes it directly useful to arriving workers.
Take-up sits in the low single-digit percentages. It is the cheapest unclaimed entitlement in this repo.
Two more worth knowing
- Weiterbildungsstipendium — for people who finished an Ausbildung young and with a strong result: several thousand euro over three years for professional development. Administered by the SBB; applications go through the examining Kammer.
- Aufstiegsstipendium — for people with vocational qualifications and work experience going on to a first degree. The route from a trade into university, with money attached.
And the fallback: Weiterbildung costs are tax-deductible as Werbungskosten where they relate to your current or intended occupation. See tax and net pay.
If you are foreign-trained
- The Bildungsgutschein also funds recognition costs and gap courses — an Anpassungslehrgang or Kenntnisprüfung preparation is fundable, as is the Berufssprachkurs alongside it.
- Aufstiegs-BAföG requires a residence status with settled prospects — check eligibility against your own permit before planning around it.
- Both are decided by German offices in German. Budget time for the paperwork.
