Occupational certificates — the short tickets that gate the work

Roughly a dozen short certificates run through this repo, and until now each appeared in exactly one profession file, which made the pattern invisible. Collected, they show something no individual file can:

These are short, cheap relative to a qualification, usually employer-funded, and frequently the actual gate to a role or a pay step — more so, in the near term, than the next formal qualification.

They are also the thing most likely to catch out a foreign-trained worker whose profession is recognised. Recognition establishes that your qualification is equivalent. It says nothing about whether you hold the German ticket that permits the specific task.

The pattern: regulation attached to an activity

The README describes three kinds of profession — regulated, title-protected, free — and a fourth pattern that cuts across all of them: regulation that attaches to an activity or a licence, not to a job title. This file is where that pattern is collected. The instances below are enough that it is no longer a footnote.

The table

Certificate Legal basis Gates Typical length Renewal
Elektrofachkraft (EFK) vs EuP DGUV V3, VDE 1000-10 Who may work on electrical installations at all The Ausbildung itself confers EFK; EuP is a short briefing Annual instruction

§34a Sachkundeprüfung §34a GewO Working in security at all — door work, patrols, retail 40h Unterrichtung, or an IHK exam None, but a reliability check recurs
Führerschein C/CE + Code 95 BKrFQG Commercial driving Licence + 140h initial qualification 35 hours every 5 years
ADR-Schein ADR / GGVSEB Carrying dangerous goods 2–3 days 5 years

Pflanzenschutz-Sachkunde PflSchG Applying pesticides commercially Exam, or implied by a green Ausbildung CPD every 3 years
Motorsägenlehrgang DGUV I 214-059 Chainsaw work, by module 2–5 days per module Employer-set
Schweißerprüfung DIN EN ISO 9606 Welding to a certified procedure Test per process and position Every 6 months / 3 years, process-dependent
DVGW-Zertifikat DVGW rules, §13 NDAV Work on gas and water networks Course + exam Periodic
Strahlenschutz-Fachkunde StrlSchV Operating radiation equipment 3–4 days by module Every 5 years
PSAgA / Absturzsicherung DGUV R 112-198/199 Rope access, roof and scaffold work 1–2 days Annual
Rettungsschwimmer, Ersthelfer DGUV V1 Designated first aiders 1–2 days 2 years

What follows from the table

1. The gate is often below the qualification, not above it. A Kfz-Mechatroniker without HV cannot touch the half of the workshop that is electric. A Konstruktionsmechaniker without current welding certificates cannot do the work their Ausbildung trained them for. A Berufskraftfahrer whose Code 95 has lapsed may not drive commercially at all — the licence alone is not enough.

2. Most of them expire, and the profession does not. Ten of the entries above need periodic renewal. This is a standing, low-level obligation that no amount of experience removes, and a lapsed certificate is legally identical to never having held one.

3. They are cheap and usually paid for. Most cost a few hundred euro; a few, under a thousand. Employers in shortage sectors fund them routinely, and the Agentur für Arbeit funds several through a Bildungsgutschein. Compared with an Ausbildung or a Meisterbrief, these are days and hundreds rather than years and thousands — which is exactly why they are the fastest way to raise your own employability.

4. Almost none of them transfer. Foreign chainsaw, forklift, welding or radiation-protection certification is generally not recognised, even where your occupational qualification is. Welding is the partial exception: DIN EN ISO 9606 is an international standard, so a certificate issued by a recognised body abroad may be accepted on its own terms — but it must be current, and the employer’s own procedure qualification may still require a retest.

Budget time and money for re-sitting these in Germany. It is a predictable, and predictably overlooked, cost of arrival.

The certificate treadmill — a variant worth naming

Physiotherapy shows a different version of the same mechanism. There, the certificates are not safety tickets but billing permissions: Manuelle Therapie, Bobath, Lymphdrainage, KG-ZNS and the rest determine which treatments may be invoiced to statutory health insurance and at what rate.

The consequences differ from the safety tickets in two ways that matter:

  • They are frequently self-funded, costing thousands of euro and weeks of unpaid leave.
  • They are effectively compulsory for a career, because a practice’s revenue depends on which certificates its staff hold.

So a profession with modest pay carries a large, continuing, personally-borne training cost. That is a real part of the deal, and the pay table cannot show it.
