One employer, not sixteen

Police, fire services, teachers and Erzieher are all fragmented across sixteen Länder with sixteen laws, sixteen recruitments and sixteen pay scales. The Zoll is federal. One employer, one application, one Bundesbesoldung, and deployment anywhere in Germany.

That is a real advantage — nothing to research state by state — and a real constraint: you go where you are posted, and a first posting is frequently not where you want to live.

What the Zoll actually does

Much more than airports. The service has several quite different arms, and which one you land in shapes the career:

Area Work
Zollabfertigung Import and export clearance, tariffs, EU customs code, origin and valuation
Verbrauchsteuern Excise duties — energy, tobacco, alcohol, coffee. A major revenue function
Kfz-Steuer Vehicle tax, transferred to the Zoll in 2014
Kontrolleinheiten Mobile controls, goods and passenger checks, postal and freight
FKS — Finanzkontrolle Schwarzarbeit Undeclared work enforcement — see below
Zollfahndung (ZKA) Criminal investigation: smuggling, money laundering, sanctions, organised crime
Artenschutz, Produktsicherheit CITES, counterfeit goods, product safety at the border

The FKS is why this file matters to the rest of the repo

Finanzkontrolle Schwarzarbeit is the body that enforces the labour rules described throughout these files. Minimum wage compliance, undeclared employment, Scheinselbständigkeit — the risk named in the software and hairdressing files — the Werkvertrag ban in the meat industry from the butchery file, posted-worker rules in construction, and seasonal labour in agriculture.

If you have read this repo wondering who actually checks any of it: this is who. The FKS audits building sites, restaurants, meat plants, care services and harvests, and it has grown substantially since the statutory minimum wage arrived.

Routes in

Both are paid from day one as a Beamter auf Widerruf.

Mittlerer Dienst (A 6 – A 9)

  • Entry: mittlerer Schulabschluss, or Hauptschulabschluss plus a completed Ausbildung
  • Two-year Vorbereitungsdienst, theory at a Zoll training centre plus practical placements
  • Graduate as Zollsekretär/in

Gehobener Dienst (A 9 – A 13)

  • Entry: Abitur or Fachhochschulreife
  • Three-year dual Bachelor (Diplom-Finanzwirt / LL.B.) at the Hochschule des Bundes für öffentliche Verwaltung, Fachbereich Finanzen
  • Graduate as Zollinspektor/in

Höherer Dienst requires a law degree and a Referendariat.

Some roles — Kontrolleinheiten and Zollfahndung in particular — are armed and carry additional training and fitness requirements.

Selection

  • Written aptitude test and interview or assessment centre
  • Sporttest — required for the operational careers
  • Medical examination, and a security/background check
  • Age limits at appointment
  • Citizenship: §7 BBG mirrors the Beamten rule — German, EU, EEA or Swiss nationality. Some sovereign-power and investigative roles are more tightly restricted; check for the specific career path.

Pay

Bundesbesoldung — federal, so it is the same across Germany. Figures below are the last enacted table, valid 01.04.2025 – 30.04.2026, verified 2026-09.

An increase retroactive to 01.05.2026 is expected but was not yet enacted at the time of writing, so these figures are a floor rather than current. This repo does not quote forecast tables — check the current Bundesbesoldung before relying on them.

Stage Grade Gross/month
Zollsekretär/in (mittlerer Dienst) A 6 – A 7 €2,918 – €3,795
Experienced, mittlerer Dienst A 8 – A 9 €3,217 – €4,412
Zollinspektor/in (gehobener Dienst) A 9 – A 10 €3,455 – €4,918
Zolloberinspektor/in, Zollamtsrat/-rätin A 11 – A 12 €4,179 – €5,989
Senior posts A 13 €5,198 – €6,621

Anwärterbezüge apply during the Vorbereitungsdienst and are well below these figures. Supplements apply for shift, night and weekend duty in operational roles.

Beamte gross is not comparable to an employee’s — see Beamte vs. Angestellte.

Demand

The Zoll recruits in the thousands each year across both careers, and the FKS in particular has expanded with minimum-wage enforcement. This is one of the largest and most consistent public-sector recruiters in Germany.

For non-German candidates

  1. Citizenship: EU/EEA/Swiss nationals are eligible under §7 BBG for most paths — a meaningfully lower bar than policing, where several forces require German citizenship. Check the specific career.
  2. No recognition procedure. A foreign customs qualification is not assessed; you enter the German Vorbereitungsdienst from the start.
  3. Language: C1. The training is a law-heavy degree, decisions are legally binding acts, and documentation is evidential.
  4. Foreign-language skill is genuinely valued operationally — but it is not a route in.

Pitfalls

  • You are posted where you are needed. Nationwide deployment is the trade-off for nationwide uniformity.
  • The gehobener Dienst is a law degree. People underestimate how academic the training is; it is not a practical customs course.
  • Which arm you land in matters enormously — desk clearance work and mobile enforcement are very different jobs under one title.
  • The pay figures above are an expired table. Check the enacted current one.
