The single most repeated paragraph across the profession files, collected once. There is no national recognition office in Germany. Which body is competent depends on your profession, and for most of them also on your Bundesland.
Start here: anerkennung-in-deutschland.de — the official portal, multilingual, and its finder names the competent body for your profession and target state. Everything below explains what it will tell you and why.
Three questions decide everything
1. Is the profession regulated?
If yes — the licensed healthcare professions, teaching, and the Kammer professions — recognition is mandatory before you may work at all. No licence, no job.
If no — most trades, IT, commercial, logistics, hospitality — you may work immediately. Recognition is then needed only for the skilled-worker visa, not for the work. That distinction is covered in visa routes and catches people constantly.
2. Is it a Beamtenberuf?
Then no recognition procedure exists at all. You do not bring a foreign police, customs or tax qualification to be assessed — you enter the German training from scratch, and citizenship is the gate. See Beamte vs. Angestellte.
3. Does the occupation exist in Germany?
If not — bartending is the clear case — there is nothing to be assessed as equivalent to, and the skilled-worker route is simply unavailable.
The four families of competent body
1. The three chamber systems
| Chamber | Covers | In this repo |
|---|---|---|
| IHK FOSA — on behalf of the Industrie- und Handelskammern | Commercial, industrial, IT, logistics, hospitality occupations | The industrial trades, commercial, hospitality, logistics |
| Handwerkskammer (HWK) | Handwerk trades under the HwO | All skilled trades |
| Landwirtschaftskammer | Agriculture, forestry, horticulture — and only in some Bundesländer; elsewhere a state ministry | Grüne Berufe |
Most people know the first two exist and are surprised by the third. Note also that the same trade can sit in different systems: a Handwerk electrician goes to the HWK, an industrial one to IHK FOSA.
2. Kammern of the freie Berufe
Self-governing professional bodies, organised per Bundesland:
| Kammer | Profession | English |
|---|---|---|
| Landesärztekammer | Doctors — the Fachsprachprüfung, and Facharzt recognition | Physician |
| Apothekerkammer | Pharmacists — Fachsprachprüfung | Pharmacist |
| Rechtsanwaltskammer | Legal secretaries — note: not IHK FOSA, because this is a freier-Beruf occupation | Legal Secretary / Paralegal |
| Steuerberaterkammer | Tax clerks — likewise | Tax Clerk |
| Architektenkammer | Architects — entry in the Architektenliste | |
| Ingenieurkammer | Engineers — for the protected title, not the work | Engineer |
The trap: two of these look like ordinary commercial office jobs and are examined by a professional chamber instead of the IHK. Sending the file to the wrong body loses months.
3. State authorities
For the licensed healthcare professions and teaching, the competent body is an organ of the Bundesland — and its name differs by state:
| Body | Typically handles | English |
|---|---|---|
| Landesprüfungsamt | Doctors, MT/MTA, physiotherapists, paramedics | Physician |
| Bezirksregierung / Landesamt für Gesundheit | Nursing and others, depending on the state | Registered Nurse |
| Zeugnisanerkennungsstelle | Teachers | Teacher |
| Kultusministerium / Landesjugendamt | Erzieher/in | Early Years & Social Education Practitioner |
4. ZAB and anabin — degrees, not professions
This is the most common confusion in the whole subject.
The Zentralstelle für ausländisches Bildungswesen (ZAB) and its anabin database assess whether a foreign degree is comparable to a German one. That matters for the EU Blue Card and §18b, and for using a protected title like Ingenieur.
It is not professional recognition. An anabin entry does not license you to practise medicine, teach, or open a Handwerk business. Conversely, a Kammer equivalence decision is not a degree assessment. Some people need both; many need only one.
The sixteen-state problem
Which bodies vary by Bundesland, and by how much:
| Varies by state | Effect |
|---|---|
| Healthcare licensing authorities | The office differs; the standard is federal, so outcomes are broadly consistent |
| Erzieher/in | The law itself is state law — training, requirements and procedure genuinely differ |
| Teachers | Same, and worse: pay, Verbeamtung and subject rules all differ too |
| Landwirtschaftskammern | Exist in some states only |
| Handwerkskammern, IHKs | Regional offices; IHK FOSA centralises the assessment itself |
Rule of thumb: for federally regulated professions the office is state-level but the standard is national. For Erzieher and Lehrer, the standard itself is state law — so pick the Bundesland before starting, not after.
What the procedure involves
- Application to the competent body, with documents
- Gleichwertigkeitsprüfung — your training compared to the German reference qualification, in content and hours
- A decision: full equivalence, partial equivalence with stated gaps, or none
- Closing gaps — an Anpassungslehrgang (supervised practice) or a Kenntnisprüfung (examination). Where you can choose: the course is safer, the exam faster
- Licence or certificate
EU/EEA/Swiss qualifications in doctor, dentist, nurse, midwife, vet, pharmacist and architect are recognised automatically under Directive 2005/36/EC — a much shorter path, and architecture is the only non-medical profession on that list.
Practicalities people underestimate
- Sworn translations (beglaubigte Übersetzung by a court-sworn translator) — weeks, and a few hundred euros
- Fees for the procedure itself, typically in the low hundreds
- Timelines of several months, longer where a Kenntnisprüfung is only offered twice a year
- You can start before arriving. Applications can be filed from abroad, and §16d AufenthG exists to let you enter while the procedure runs. Nursing additionally has the Anerkennungspartnerschaft, which allows entry at A2 German
- The beschleunigtes Fachkräfteverfahren, initiated by your employer, can compress processing substantially — ask them to run it
Quick reference
